Delia Tapia-Ibarra was selected as the February Caught Your Character Student of the Month at Eureka Springs High School. “On any given day, you will find Delia helping someone,” her nomination said. “She tutors younger students, she helps in the classrooms and is a leader in activities and sports programs. War Eagle Mill embarks on new chapter
